Should pH levels be balanced in personal care products?

Healthy skin is slightly acidic, with a pH level normally between 4.5 and 5.5 (pH7.0 is neutral - anything higher than pH7.0 is alkaline). The term 'pH-balanced' is used to describe cosmetics that have the same pH as the skin to which they are intended to be applied.
